A founding Director of S.T.O.R.M 4 Events Ltd a specialist Event Safety, Security, Crowd Safety and Counter Terrorism Consultancy and Training company.
He is a Technical Member of the Institution of Occupational Safety and Health (IOSH) and a committee member of the IOSH Sports Grounds and Events Group, he is also a Specialist Member of the International Institute of Risk and Safety Management, a member of the UKCMA (United Kingdom Crowd Management Association), a Member of the UKCMA Strategic Development Group, a Member of the Association of Security Consultants and is listed on the UK Register of Independent Security Consultants.
He is also a Licensed Close Protection Officer and holds a Level 5 Diploma in Event Safety Management from Derby University, Event Counter Terrorism Risk Manager (EvCTRM) as well as various Emergency Planning College and numerous other certifications.
He teaches bespoke CSRM, ESRM, EvSORM and CTRM courses and sits on the Event Industry Forum (Publisher of the Purple Guide) on behalf of IOSH, the DCMS Event Industry Board Working Group, the National Outdoor Event Association Committee and the SIA Event and Festival Forum.
He has a proven track record of over forty years delivering solutions for the event and security industry sectors in varied and diverse environments, Including Safety, Security and Crowd Management Manager for the Tour de France 2014 (Stages One and Two of the UK Grand Depart), the world’s largest annual sporting event with 4.7 million spectators in the UK alone.
Until 2012 Safety, Security, Crowd Management and Development Director of the Vaynol Estate North Wales and returned to Glastonbury Festival in 2017 as part of the Senior Crowd Safety Team and this year undertook the Safety and Crowd Management Consultant Role for the National Armed Forces Day National Event.

With 30 years, extensive Police Service he has an in-depth experience of managing and delivering High Risk Events, Contingency and Emergency Planning. This included the Development of Emergency and Contingency Plans for Major Incidents in all phases.
An experienced Counter Terrorism Security Coordinator (CT SecCo) with significant practical experience in the production of Security Plans for high risk events including: Protected visits (Ministerial and Royalty); Olympic Torch Relay; NATO Summit 2014 and Champions League Final 2017.
A Trainer, Assessor and Internal Quality Auditor, and remains the Lead Assessor/Course Director for the UK Police Counter Terrorism Security Coordinator (CT SecCo) training since 2012 including delivery to UK and International Police Forces, Military and FCO. He has trained more than 300 of the UK Police CT SecCos (in excess of 80 percent of all operational police CT SecCos within the UK).
Garry is a Founding Director of S.T.O.R.M 4 Events Ltd, and as transferred the skill set into the event industry by creating the first UK Event Counter Terrorism Risk Management Course, (Ev CTRM), deploying onto numerous festivals, stadia, and urban based events.
Garry is a Technical Member of IOSH, sitting on the National Institute of Occupational Safety and Health (IOSH) Sports Grounds and Events Group Committee and a Specialist Member of the International Institute of Risk and Safety Management. He is a full Member of the Security Institute and a Board Member of UK Police National Counter Terrorism Security Coordinators Board. He was also Chair of the Local Resilience Forum Infrastructure Group, Chair of the Local Resilience Forum Risk Assessment Group, and Tactical Member UK Police North West Regional Tactical Public Order and Public Safety and CBRNe Group.
Tactical Lead 4 Hostile Recon
Jon joined STORM 4 Events as our Tactical Lead 4 Hostile Recon Disruption with over 30 years police experience, retiring as a Chief Inspector bringing unparalleled experience within the field of BDO Behaviour Detection Operations and Hostile Recon Disruption. Jon is the most highly trained and experienced individual in these areas within the private sector and is a trained Project Servator Tactical Commander.
The majority of his service was in senior management roles in critical incidents and specialist command. He is a trained Counter Terrorism Security Coordinator delivering security plans for high risk events, including Royal Visits, large public military events, air shows and the Tour of Britain.
Jon has substantial practical experience, Having been trained as a Tactical Commander for event public safety and has the capability to unify numerous tactics into highly effective plans that are both proactive and extremely difficult to predict for the hostile. Key to this is a thorough understanding of the utility of Hostile Reconnaissance replication, behaviour detection methods and a Professional lead for Search.
Jon is an accredited and experienced at Disrupting hostile recon as a Tactical Commander and is also a Passenger Assessment Screening Systems Operative. He is also a trained Specialist Tactical Firearms Commander, having commanded high risk firearms incidents and “man hunts”. He is also a Silver Public Order Commander and CBRN Commander, with command and planning experience of large iconic music festivals, elements of the Olympic Torch relay, football matches and the G8 Conference.

Lead 4 Tactical Operations
Paul retired in July 2018 after 30 years operational policing, with experience based at multiple locations around the UK and in various specialties including Air Operations. Most recently, 15 years working as the lead public order tactical trainer and public order command tactical advisor for a Police Service in the North West region. He has a wealth of experience of public safety events, major sporting fixtures, music festivals and high profile international summits (NATO, G7/8), Royal visits, political, infrastructure and climate protests in all areas of the UK.
Paul is qualified and accredited in: Public Order tactical trainer, Public Order tactical advisor, Personal safety trainer, including;
Ridged handcuffing & plastic restraints, Unarmed Defensive Tactics, Tactical Communication, Medical implications of Control & Restraint, Searching of subjects, First aid at work and enhanced skills trainer, Fpos I, ILS and REC qualified, Public Order Tactical Medic, Method of Entry (kinetic, hydraulic and reciprocating saw) trainer and operative, Protestor removal team leader and operative, PASMA operative, Trainer, Assessor and Internal Quality Assuror.
